Technical Working Group

People-Positive

The People-Positive Technical Working Group (TWG) aims to develop a framework and criteria for evaluating the effectiveness with which new renewable energy projects and associated linear electric infrastructure are designed and implemented to co-create community benefits and deliver People-Positive outcomes.

Objectives
  • Produce a working definition of People-Positive in the context of new linear electricity infrastructure and renewable energy projects from the perspective of co-creating community/local stakeholder benefits (e.g., social, economic, environmental, cultural, etc.).

  • Examine best practices, industry models, and published literature to establish a framework and metrics for assessing and measuring the quality and effectiveness of community-sharing arrangements in new linear electric infrastructure and renewable energy projects and their capacity to deliver People-Positive outcomes.

  • Identify research and evidence-based knowledge gaps if and where appropriate.

Methodology

The People-Positive TWG will first develop a working definition of "People-Positive outcomes." We will identify key insights and successful (and unsuccessful) experiences with community benefit-sharing agreements in renewable energy and linear electric infrastructure projects through literature reviews, expert interviews, and our working group's expertise.

 

By the end of 2025, we will deliver draft metrics—both qualitative and quantitative, where possible—to assess community benefit-sharing arrangements. These metrics may later serve as the foundation for a testing framework in our next phase of work.

Members

The working group will be led by the Stockholm Environment Institute (SEI), namely Emily Ghosh (Program Director of the Equitable Transitions Program) and Sivan Kartha (Research Director of the Equitable Transitions Program).

 

The recruitment of working group members is currently underway. We seek to ensure the working group includes diverse representation of members across geographies and actors (e.g., community members, CSOs, academia, government advisors, project developers, transmission and distribution system operators, etc.) to encompass a wide range of perspectives and expertise from around the globe.
